Foreign Office says Pakistan ‘categorically rejects any attempt to mischaracterise the deceased as ‘infiltrators’
The Ministry of Foreign Affairs (MoFA) on Saturday summoned the Indian Chargé d’Affaires and lodged a strong protest over the killing of two Pakistani civilians by personnel of the Indian Border Security Force (BSF) in the Bedian Sector along the International Border on Friday.
“The BSF personnel resorted to unprovoked lethal force against unarmed civilians. Such use of force was wholly unjustified and grossly disproportionate, resulting in the tragic loss of two precious lives. Pakistan categorically rejects any attempt to mischaracterise the deceased as ‘infiltrators,” said a statement issued by MoFA.
The statement said that “the incident constituted a serious violation of fundamental human rights, including the right to life, and raised serious concerns regarding the protection of civilian life under international law.”

It noted that “the Indian side was called upon to conduct an immediate, transparent and credible investigation into the incident, take appropriate disciplinary and legal action against those found responsible, and formally communicate the findings and action taken to the Government of Pakistan.”
Further, it added that “India was further urged to ensure respect for fundamental human rights and international law, strictly observe relevant bilateral arrangements and established border procedures, exercise maximum restraint in dealing with such situations, and take effective measures to prevent the recurrence of such incidents.”
The statement came a day after two Pakistani civilians were killed, and another was injured after Indian BSF personnel opened fire near the Pakistan-India international border in Kasur.
The incident reportedly occurred when three residents from Ladhar village moved a few steps beyond a border pillar, upon which BSF personnel opened fire on the men without warning.
The deceased civilians were identified as Azmat Rasool and Mohsin Jutt, both residents of Jattan Wali Haveli in Ladhar. The deceased and the injured civilian were all unarmed and had not attempted to cross the border fence.
